Recently, a large number of Brazilian beef shipments to Hong Kong were blocked in customs clearance and declared to the Chinese customs, resulting in goods stranded in Hong Kong. The reason is that Brazil independently suspended the export of beef products shipped from September 4, 2021 to China, while the shipping companies carrying the goods submitted the manifest to the Chinese Customs after September 4. According to the regulations of the Chinese Customs, the shipping companies carrying the goods are unable to clear the customs after the date reported to the Chinese Customs after September 4.

The actual departure time of some of the goods is before September 4, and the shipping companies are shipped to China, and they are required to submit manifest information to the Chinese Customs. However, shipping companies do not report on the same day, which may cause delays.

In Brazil, the customs examination in China is based on the date of the manifest submitted by the shipping company, which is the ultimate reason why Brazilian beef cannot be cleared in Hong Kong this time. Industry insiders estimate that more than 1000 containers of Brazilian beef are still on the way. Most bills of lading are dated after September 4.

If traders can change the goods shipped before September 4 to the actual departure time, the goods can be cleared normally. At present, the beef containers of some traders have passed the above operations smoothly. However, there are still a large number of goods will face the dilemma of not being able to clear customs and stranded in Hong Kong. Once the goods are returned, the problems arising from them will put tremendous pressure on traders and factories on both sides of China and Pakistan.
