According to the news on the website of the Ministry of Finance on December 15, in order to fully, accurately and comprehensively implement the new development concept, support the construction of a new development pattern, and continue to promote high-quality development, with the approval of the State Council, the tariff Commission of the State Council issued a notice that the import and export tariffs of some commodities will be adjusted in 2022.

Based on the needs of domestic development, make overall use of two kinds of resources in both domestic and international markets, and further play the role of tariff macro-control. From January 1, 2022, China will implement a provisional import tax rate lower than the most-favoured-nation tariff rate on 954 commodities.

First, in order to reduce the financial burden of patients and continuously improve the health and well-being of the people, zero tariffs have been implemented on radium chloride injection, a new anticancer drug, and import tariffs on some medical products such as intracranial thrombectomy stents and artificial joints have been reduced.


Second, in order to meet the needs of the people for a better life, comply with the trend of upgrading consumption, create a strong atmosphere for the Beijing Winter Olympic Games, and reduce import tariffs on some consumer goods, including high-quality aquatic products such as salmon and cod, baby clothing, dishwashers, skiing equipment and so on.


The third is to meet the needs of cultural consumption and implement zero tariff on works of art such as oil paintings for more than 100 years.


Fourth, in order to improve environmental quality and promote green and low-carbon development, import tariffs should be reduced for gasoline engine particle traps that can improve vehicle fuel efficiency and reduce exhaust emissions, electronic throttle for vehicles, and peat that can be used for soil remediation.


Fifth, to help optimize and upgrade the manufacturing industry, reduce import tariffs on key components such as high-purity graphite accessories, high-voltage cables for high-speed cars, membrane electrode assemblies for fuel cells and bipolar plates, and reduce import tariffs on raw materials needed for food processing, daily chemical and leather manufacturing industries, such as cocoa beans, plant essential oils, animal furs, and so on.


Sixth, reduce import tariffs on pyrite, pure potassium chloride and other resource products that are in short supply at home.
Starting from January 1, 2022, according to the development of domestic industry and the changes of supply and demand, import and export tariffs on some commodities will be raised within the commitment of China's accession to the World Trade Organization. Among them, abolish the import provisional tariff rate on some amino acids, lead-acid battery parts, gelatin, pork and m-cresol, resume the implementation of the most-favored-nation tax rate, and raise export tariffs on phosphorus and crude copper in order to promote the transformation and upgrading and high-quality development of related industries.

Starting from July 1, 2022, China will also implement the seventh step of reducing the most-favoured-nation tax rate for 62 information technology products. After the adjustment, the overall tariff level of our country continues to maintain 7.4%.

In order to continue to promote a high level of opening up to the outside world, according to the free trade agreements and preferential trade arrangements signed between China and relevant countries or regions, the agreed tax rate will be implemented on some commodities originating in 29 countries or regions in 2022. Among them, bilateral free trade agreements between China and New Zealand, Peru, Costa Rica, Switzerland, Iceland, South Korea, Australia, Pakistan, Georgia, Mauritius, as well as Asia-Pacific trade agreements will further reduce taxes; the Regional Comprehensive Economic Partnership Agreement (RCEP) and the China-Cambodia Free Trade Agreement will enter into force and implement tax reductions on January 1, 2022.

In 2022, preferential tax rates will continue to be applied to the least developed countries that have established diplomatic relations with China and completed the exchange of notes.

According to the contents of the Harmonized system of Commodity names and codes revised by the World Customs Organization and the relevant rules of the World Trade Organization, there will be a technical conversion of tariff items and rates in 2022. At the same time, in order to meet the needs of industrial development and facilitate trade supervision, some tariff items will also be adjusted. After adjustment, the total number of tariff items is 8930.


The above adjustment measures adhere to people-centered, overall development and security, and based on the needs of domestic development, are conducive to maintaining the security and stability of the domestic industrial chain supply chain, supporting the smooth cross-cycle operation and long-term improvement of the economy, and guiding the allocation of resources. we will support scientific and technological innovation and industrial transformation and upgrading, and promote green and low-carbon development. It will help to give full play to China's super-large-scale market advantages, actively participate in the reshaping of the global industrial chain, build a global network of high-standard free trade zones, and continue to promote a high level of opening up to the outside.
